			<content:encoded><![CDATA[<p>Judge R. Thomas Moorhead has been selected by the Chief Justice to be our new Chief Judge.  Judge Moorhead has been involved in the legal profession since the receipt of his juris doctor from Salmon P. Chase College of Law in 1975. He held a variety of positions in Cincinnati, Ohio, until 1992, including general practice for Perrino, Woeller, &amp; Mire from 1976-1987, serving as chief assistant in the Hamilton County Prosecutor’s Office from 1977-1987, and serving as partner in Lindhorst &amp; Dreidame from 1987-1992. From July 1993 until June 2001, Moorhead served as town attorney for the Town of Vail. He was county attorney for Eagle County from June 2001 until August 2002.  Congratulations and all the best to Judge Moorhead in his new role.</p>

			<content:encoded><![CDATA[<p>In 2002, the Fifth Judicial District, after consultation with representatives from all of the criminal justice principals, adopted a group of procedures and time standards in an attempt to manage the pace of criminal litigation in the District.  With the aid of a consultant, we are revisiting those standards and procedures with an eye towards making improvements.</p>
<p>The District has prepared a series of questions to determine the extent to which those procedures and standards have influenced the criminal processes in the District during the past eight years.  Though the participants in the process have changed, many are the same. Others in the system have changed roles and have experienced what has occurred since 2002.  In your response, we hope to draw on all of your experience in the system and not just that of your current role.</p>
<p>We encourage you to take this quick survey. To make it as easy as possible, we have created a <a title="Survey" href="http://cdbar.org/wp-content/uploads/2010/06/5th-dist-survey.rtf" target="_blank">special version of the Survey</a> that&#8217;s easy to open on any computer. <p><strong>Commission sets date to select nominees</strong><br />
The <a href="http://www.courts.state.co.us/Courts/County/Nominating.cfm/County_ID/11" target="_blank">Fifth Judicial District Nominating Commission</a> will meet in the training room of the Summit County Justice Center on Friday, Aug. 20, 2010, to interview and select nominees for appointment by the governor to the office of district judge for the Fifth Judicial District (Eagle, Clear Creek, Lake and Summit counties). The vacancy will be created by the retirement of the Hon. W. Terry Ruckriegle. The vacancy will occur on Aug. 31, 2010; the new judge will start work on Jan. 1, 2011.</p>
<p>To be eligible for appointment to fill the vacancy, the applicant must be a qualified elector of the Fifth Judicial District and must have been admitted to the practice of law in Colorado for five years. The current annual salary for this position is $128,598. The initial term of office of a district judge is a provisional term of two years; thereafter, the incumbent district judge, if retained by the voters, has a term of six years.</p>
<p>Application forms are available from the office of the ex officio chair of the nominating commission, Justice Michael L. Bender, 101 W. Colfax, Suite 800, Denver, CO 80202; and the office of the district administrator, Christine Yuhas, Summit County Justice Center, 501 N. Park Ave., Breckenridge, CO 80424. Applications also are available on the <a href="http://www.courts.state.co.us/Careers/Judge.cfm" target="_blank">Judicial Branch home page</a>. The original and seven copies of the application must be filed with the ex officio chair no later than 5 p.m. Monday, Aug. 2, 2010. Late applications will not be considered. Any person wishing to suggest a candidate to fill the vacancy may do so by letter to be submitted to any member of the nominating commission, with a copy to the ex officio chair, no later than 5 p.m. Monday, July 26, 2010.</p>

			<content:encoded><![CDATA[<p>Colorado Legal Services (CLS) is working with the Lake County Advocates to start a pro se custody clinic in Leadville. This would be a two-hour clinic to help people learn how to file their own cases, aimed at low-income residents. If you would have time to help by leading a clinic, please let me know. Laurie Mactavish has expressed interest in working with the clinic also. We don’t have any dates yet and would be interested to hear if you have preferred days, times of day, etc.</p>
<p>The Lake County Advocates would also like a list of attorneys to give to clients who don’t qualify for indigent help. These would be mostly for family law cases, but I’m sure other types of cases come up, like housing law, etc. If you would like to be on the list, please let me know. We would need to have this information from you:</p>

<p>Additionally, Legal Aid is looking for attorneys willing to “Skype” with seniors in Pitkin County on their legal questions. This could be done at the attorney’s desk, if the attorney has Skype on their computer, or at the Legal Services office, which has Skype available. Attorneys would be asked to volunteer for a lunch hour session once each quarter, offering each senior a 10-15 minute consultation. We can do this at the attorney’s convenience.
